What Is Invoice or Bill Discounting?

Invoice or bill discounting is short-term finance in which a bank, NBFC or other financier pays a supplier most of the value of an unpaid invoice or bill of exchange before the buyer’s due date, and deducts a discount charge for the period. When the buyer pays, the financier is repaid. For MSMEs selling on credit, it converts receivables into working capital without waiting 30 to 90 days. The main routes are a bank bill discounting limit, invoice discounting, factoring and the RBI-regulated TReDS platforms.

Bill Discounting vs Invoice Discounting vs Factoring vs TReDS

All four turn receivables into cash. They differ in who collects from the buyer, who carries the risk and how the rate is set.

Option How it works Who collects from the buyer Suits
Bill discounting (bank limit) The bank discounts bills of exchange drawn on your buyers, within a sanctioned limit Usually the bank, through the bill Suppliers with a bank relationship and regular buyers
Invoice discounting A lender advances against your invoices; you continue to manage the customer You, the supplier Businesses that want buyers to see no change
Factoring You assign receivables to a factor, which advances funds and may collect from the buyer The factor Suppliers who want collection support; can be with or without recourse
TReDS Invoices accepted by the buyer are auctioned to financiers on an RBI-authorised platform Financed amount is paid by the buyer to the financier MSMEs selling to large companies, PSUs and government departments

How Does TReDS Work for MSMEs?

The Trade Receivables Discounting System (TReDS) is an electronic platform, authorised by the Reserve Bank of India, where MSME suppliers’ invoices on corporate, PSU and government buyers are financed by banks and other financiers. The MSME uploads the invoice, the buyer accepts it, and financiers bid; the MSME accepts the best bid and the money is settled to its bank account, typically within a day or two. The buyer pays the financier on the due date.

For the MSME seller, TReDS financing is without recourse: once the invoice is financed, the credit risk is on the buyer, not on you. Since the Ministry of MSME’s notification of 7 November 2024, companies with a turnover above ₹250 crore and all central public sector enterprises are required to register on TReDS, so more of your large buyers should already be on a platform.

TReDS works alongside the MSMED Act’s 45-day payment rule; if a buyer still delays, see our delayed payment guide.

Who Needs Invoice or Bill Discounting?

Suppliers to large companies

Component makers, packaging firms and job workers paid on 45 to 90-day terms.

PSU and government vendors

Businesses supplying CPSEs and departments, many of which are on TReDS.

Distributors and traders

Businesses that give credit to retailers and need to restock quickly. See traders finance.

Growing MSMEs

Firms whose sales grow faster than their bank limit.

How Does Discounting Work, Step by Step?

  1. Raise the invoice

Supply goods or services and raise a GST invoice on the buyer.

  2. Buyer accepts

The buyer confirms the invoice or accepts the bill, on paper or on the platform.

  3. Get funded

The financier pays you the agreed share, less the discount charge.

  4. Buyer pays on due date

The buyer pays the financier; any balance comes back to you.

What Makes Receivables Easy or Hard to Finance?

Easier to finance

  • Buyers that are large, rated or government-owned
  • Invoices the buyer accepts promptly
  • A clean record of buyers paying on time
  • GST invoices that match your returns
  • Udyam Registration and complete KYC

Harder to finance

  • Many small, unrated buyers with no payment history
  • Disputed or partly delivered orders
  • Invoices already pledged under a bank limit
  • Long or undefined payment terms
  • Mismatch between invoices and GST filings

What Documents Are Usually Required?

Requirements differ by lender and platform; these are the most common. Tick what you have.

Invoice and Bill Discounting: Frequently Asked Questions

What is bill discounting for MSMEs?

Bill discounting is a facility in which a bank or financier pays an MSME the value of a bill drawn on its buyer before the due date, less a discount charge. When the buyer pays on the due date, the financier is repaid. Banks usually give it as a sanctioned bill discounting limit.

What is the difference between bill discounting and factoring?

In bill discounting, the financier advances money against bills and the supplier usually remains responsible if the buyer does not pay. In factoring, receivables are assigned to a factor, which often manages collection and may take on the credit risk if it is without recourse.

What is TReDS?

TReDS, the Trade Receivables Discounting System, is an RBI-authorised electronic platform where MSME invoices on corporate, PSU and government buyers are financed through competitive bids by banks and other financiers. Financing is without recourse to the MSME.

Which companies must register on TReDS?

Under the Ministry of MSME’s notification of 7 November 2024, companies with a turnover above ₹250 crore and all central public sector enterprises are required to register on TReDS.

Is invoice discounting legal in India?

Yes. Bill discounting, factoring and TReDS are regulated activities offered by banks, NBFCs and RBI-authorised platforms. Deal only with regulated financiers and read the agreement for recourse, fees and charges.

How much does invoice discounting cost?

The discount charge depends on the amount financed, the number of days until the buyer pays and the rate, which mainly reflects the buyer’s credit standing. The estimator on this page shows how the charge is calculated; it is not a quote.

Does GRO-MSME provide invoice discounting?

GRO-MSME does not lend. It helps you choose the right route, prepare your documents and approach banks, NBFCs or TReDS platforms, through Early Grow Advisory Services.
