Government Schemes and Subsidies for MSMEs: Find the Ones That Fit Your Project
There are dozens of MSME schemes. Most businesses either miss the ones they qualify for, or apply too late and lose the benefit.
Central and state governments support MSMEs through credit guarantees, capital and interest subsidies, certification support and procurement preferences. The right scheme depends on your stage, sector, location and who owns the business. GRO-MSME maps your project to the schemes that fit and helps you apply in the right order.

Scheme benefits are decided by the implementing agency and the lender, not by GRO-MSME. We provide scheme mapping, project reports and application support; no subsidy is guaranteed.
What Government Schemes Are Available for MSMEs?
Government schemes for MSMEs in India fall into five broad groups: credit guarantees that allow collateral-free loans (such as CGTMSE); credit-linked capital subsidies for new units (such as PMEGP, and PMFME for food processing); concessional or small-ticket loans (such as MUDRA, Stand-Up India and PM Vishwakarma); quality and technology support (such as ZED certification); and market access through the Public Procurement Policy for micro and small enterprises. On top of these, most states offer capital, interest and tax incentives under their industrial policies. Udyam Registration is the usual starting point.
Which Central Schemes Support MSMEs?

| CGTMSE | Credit guarantee so banks can lend without collateral, up to ₹10 crore per borrower | New and existing micro and small enterprises |
| MUDRA (PMMY) | Loans up to ₹20 lakh in four categories: Shishu, Kishore, Tarun and Tarun Plus | Non-farm micro enterprises |
| Stand-Up India | Bank loans from ₹10 lakh to ₹1 crore for a greenfield enterprise | SC, ST and women entrepreneurs |

| PMFME | Credit-linked capital subsidy of 35%, up to ₹10 lakh per unit | Micro food processing units, SHGs and FPOs |
| Startup India schemes | Seed Fund grants and debt, and the Credit Guarantee Scheme for Startups | DPIIT-recognised startups |
| Public Procurement Policy for MSEs | At least 25% of central purchases from micro and small enterprises, with 4% for SC/ST-owned and 3% for women-owned units | Micro and small suppliers to government |
Scheme terms, ceilings and validity periods change. PMFME was running on an interim extension to 30 September 2026 when this page was reviewed; check each official portal for the current position.

Start from what you want to do, not from the scheme name.

| Buy machinery or upgrade technology | State capital or technology-upgradation subsidies; CGTMSE | Quotations, project report, sanctioned loan |
| Set up food processing or cold storage | PMFME, Agriculture Infrastructure Fund, state agri-processing policies | FSSAI licence, project report, land or lease |

What Do State Industrial Policies Offer?
Each state and union territory has its own industrial or MSME policy, and the state benefit is often larger than the central one. Typical incentives include a capital subsidy on plant and machinery, interest subvention on term loans, reimbursement of state GST, stamp duty and electricity duty concessions, and reimbursement of certification or patent costs. Rates depend on the district, the sector and whether the unit is new or expanding.
State benefits usually have strict timelines: some must be applied for before commercial production starts, others within a fixed period after it. Planning the claim at the project stage is the simplest way not to lose it.
Why Do MSMEs Miss Out on Subsidies?
Applying after the deadline
Many subsidies must be claimed within a fixed period, or before production begins.
Wrong Udyam or activity details
A mismatch in activity code or category can make a unit ineligible. See Udyam Registration help.
No bankable project report
Credit-linked subsidies need a sanctioned loan, which needs a sound project report.
Claiming overlapping benefits
Some schemes cannot be combined for the same asset; a rejected claim can delay everything else.
What Documents Do Scheme Applications Usually Need?
Each scheme has its own list; these come up in most applications. Tick what you have.

MSME Subsidies and Government Schemes: Frequently Asked Questions
What are the main government schemes for MSMEs in India?
The main central schemes include PMEGP for new micro units, CGTMSE for collateral-free credit, MUDRA loans up to ₹20 lakh, Stand-Up India for SC, ST and women entrepreneurs, PM Vishwakarma for artisans, ZED certification support, PMFME for food processing, and the Public Procurement Policy for micro and small enterprises. States add their own capital, interest and tax incentives.
Is there a subsidy on machinery for MSMEs?
There is no single national machinery subsidy for all MSMEs. Machinery can be covered under credit-linked schemes such as PMEGP or PMFME for eligible units, and many state industrial policies give a capital subsidy on plant and machinery. Rates and conditions depend on the state and sector.
Do I need Udyam Registration to get MSME schemes?
Most MSME schemes and benefits ask for Udyam Registration. It is free on the official Udyam portal.
Can I get a subsidy without a bank loan?
Some benefits, such as ZED certification support or procurement preferences, do not need a loan. Credit-linked subsidies such as PMEGP and PMFME are released through a sanctioned bank loan.
Can an existing MSME get a subsidy?
Yes, for some schemes. PMEGP is mainly for new units but has a second-loan component for upgrading existing PMEGP units; ZED and many state incentives are open to existing units, especially for expansion or technology upgrades.
How long does it take to receive a subsidy?
It varies by scheme and state. Credit-linked subsidies are usually adjusted after the loan is disbursed and conditions such as a lock-in period are met; state incentives are often paid after production starts and claims are verified.
Does GRO-MSME guarantee subsidy approval?
No. GRO-MSME maps schemes, prepares project reports and supports applications, but subsidies are sanctioned by the implementing agency and depend on eligibility and the lender’s decision.
