How Can a Startup Get Government Funding in India?
Government support for startups in India mostly runs through Startup India and needs DPIIT recognition, which is open to private limited companies, LLPs and registered partnerships up to 10 years old (20 for deep tech) with turnover up to ₹200 crore (₹300 crore for deep tech). Recognised startups can apply through incubators for the Seed Fund Scheme (up to ₹20 lakh as a grant for proof of concept, and up to ₹50 lakh as debt or convertible instruments), and lenders can cover their loans under the Credit Guarantee Scheme for Startups, up to ₹20 crore per borrower. The Fund of Funds for Startups invests through SEBI-registered venture funds.
Which Funding Fits Your Stage?
Funding usually follows the risk. Early money comes from founders and grants; loans come once there is revenue; equity scales what already works.
Founders’ capital and friends and family, plus proof-of-concept grants.
- Startup India Seed Fund: up to ₹20 lakh as a grant for proof of concept, prototype or trials, through a selected incubator
- Incubator and state startup grants, where available
Money to launch, test the market and start selling.
- Seed Fund: up to ₹50 lakh as debt, convertible debentures or debt-linked instruments, through an incubator
- MUDRA loans up to ₹20 lakh for eligible micro enterprises

- Loans covered under the Credit Guarantee Scheme for Startups, up to ₹20 crore per borrower, for DPIIT-recognised startups
- CGTMSE-backed collateral-free loans for eligible micro and small units
Equity for scaling a proven model.
- Angel investors and SEBI-registered venture funds, some backed by the Fund of Funds for Startups managed by SIDBI

Each scheme has its own eligibility and selection process. Amounts shown are maximums, not entitlements.

Startup Funding and Startup India: Frequently Asked Questions
What is the Startup India Seed Fund Scheme?
It is a DPIIT scheme that funds early-stage startups through selected incubators: up to ₹20 lakh as a grant for proof of concept, prototypes or trials, and up to ₹50 lakh as debt, convertible debentures or debt-linked instruments for market entry and scaling. Startups must be DPIIT-recognised and meet the scheme’s conditions.
Who is eligible for DPIIT startup recognition?
Private limited companies, registered partnerships and LLPs up to 10 years old (20 for deep tech), with turnover not above ₹200 crore (₹300 crore for deep tech) in any year, that are working on innovation or a scalable model and were not formed by splitting an existing business. Sole proprietorships are not eligible.
What is the Credit Guarantee Scheme for Startups?
It is a government scheme, run through NCGTC, that guarantees loans given by eligible lenders to DPIIT-recognised startups. After the 2025 revision, cover goes up to ₹20 crore per borrower, which helps startups borrow without collateral. The lender decides whether to lend.
Can a startup get a bank loan without collateral?
Yes, in some cases. Lenders can cover eligible loans to DPIIT-recognised startups under the Credit Guarantee Scheme for Startups, and eligible micro and small units under CGTMSE. Revenue, projections and the founders’ credit history still matter.
Is DPIIT recognition free?
Yes. There is no government fee for DPIIT recognition on the Startup India portal.
Does DPIIT recognition give a tax exemption?
Recognition makes a startup eligible to apply for the income tax exemption under Section 80-IAC, but the exemption needs a separate certificate from the Inter-Ministerial Board and has its own conditions.
Does GRO-MSME invest in startups?
No. GRO-MSME helps with structure, recognition, scheme mapping and funding-ready documents through Early Grow Advisory Services. It does not invest, and approvals are decided by DPIIT, incubators, lenders and investors.
